Depends on how 'life' gets defined in those states. if you leave your state to go 'murder' a child in another state, yeah you're going to get arrested upon return. Smoking weed/banging escorts are victimless crimes - killing babies is not. They would need to tweak or adjust their murder statute, but it could happen.

You are both wrong and stupid. If I live in texas but I travel to oklahoma to murder someone before returning to texas I can be arrested in texas on a warrant from oklahoma. I would then be extradited to oklahoma to face charges there.
