Because he is subhuman garbage and, CRA intentionally gave CERB to people who didn't qualify for it. Even if you were on EI, they automatically put you on CERB for the first payment, whether you wanted it or not.

this might be only tangentially related, but i just got a letter from unemployment here in the US and they are trying to force me to pay back money from 2020 saying "they overpaid me"
they expect me to repay over 6k dollars, that i paid tax for.. twice. (they give you an option to take out some for tax purposes before they send a check each month.
I was fully unemployed the entire time and got less than i would if i actually worked. This is complete bullshit.

Yeah that's exactly what they did here. If you were on EI, the first payment they gave was $2000 as part of the emergency benefit. Then 2 years later, you'll get an email saying that you were overpaid and that $2000 was just the emergency benefit to get money out as fast as possible. And you had no choice in the matter.

Yeah there was 2 ways to get money, through EI or CERB. EI they atuomatically gave everyone an initial $2000 payment, as part of the emergency benefit thing, even if you only applied for EI. CERB was the actual emergency benefit that people could go on, not totally sure what the conditions were but, there's many cases of the CRA giving it to people who didn't even qualify for it. Then later on they changed the conditions for it and, made it so that parts or all of it had to be paid back. If you were on EI you had to pay back the initial $2000 CERB payment that they automatically gave you, some other people who were solely on CERB are getting absolutely screwed now, there's an article of someone getting a notice that they now owe the government $18,000+.
