Russian fertility actually closely tracks the total number of kids born 20-25 years ago. 10 years ago fertility was higher because the larger 1980s generation was having kids, but as the 1990s and 2000s kids have become adults they are less numerous and so birthrates fall. The larger births in the later 2000s and 2010s will come of age in 15 years and birthrates will go up again. It's a cycle, but you have to make them want to have 4 kids instead of 2 kids.
