I would agree with Musolini (in this one thing) that Hitler doomed fascism to fail. If there was no war, grand majority of European countries would turn fascist. You had Germany, Finland, Romania, Bulgaria, Spain, Italy, parts of Yugoslavia, Poland (Poland was closer to fascism in late 30s than to democracy, dont even attempt to disprove that). Once half of Europe would be basically one fascist diplomatic lobby, it wouldnt take long for it to get a foothold in the rest of the countries where fascist movements were already quite popular (UK, Czechoslovakia, Sweden, Norway, Netherlands etc. etc.)

Which would probably end up in one big curmbstomp of Fascism vs. Communism. And since Soviet Union wasnt really seen as paragon of virtue and progress, nobody would take Soviet side (in Europe at least).
