Destabilization means damage to the system. And if you do not have Hitler-level charisma which allows you to win hearts and minds, all you can do is to deal damage to the material side of the system, and that involves breaking the laws in one way or another, whether it's vandalism, hacking, stealing, tax evasion or anything else, you name it.
