The problem with bombing factories with munitions under 10000lbs is that all you do is wreck the upper structure, and even semi competent crews can get things running in a couple of weeks. The only way to permafuck industrial buildings is to hit them with what amount to bunker busters, to ruin their foundations, making it necessary to tear down the structure and rebuild it entirely from the foundation up.
