It was a combination of:
1) Roman armies and generals being barbarian themselves with split loyalty. Romans didn't fight anymore.
2) weak and ineffective emperors
3) civil unrest
Even with all of this, it took hundreds of years and the Eastern Empire continued for another 1000.
They were taller and stronger than romans and served as soldiers in the legions. After a couple decades of serving, you get to know military tactics and strategy yourself and that's when things got uncomfy for rome. Rome never really tried to expand past the rhine, because they considered the germanic forests to be too cold, too damp, too poor and too full of barbarians. So germanic tribes were never civilized. That's why everything east of the rhine today is still not fully civilized - see Putin.

Decades spent fighting each other and the Romans, plus they had the hunnic hordes pushing them out of their homelands.
Roman armies were never particularly effective and once they ran out of techs to copy and masses of loyal plebs to throw at the enemy most of their efficiency was gone.
Additionally later legionaries were either half-barbarized or outright barbarians, who a) fought similarly to other barbarians b) were de fact fifth columns and had more loyalty to their clans than the empire , serving an empire that was already massively declining due to a billion factors I can't be arsed to list.

They were not pants on the head retarded cavemen as some assume. While not advanced as the Celts and Dacians they did however form quite large armies, employed battle formations (wedges and phalanxes), could exploit the terrain to their own advantage, had quite a strong cavalry force, additionally presence of sites like the Angrivarian wall, the wall on Jutland and the large factory with like a hundred bloomeries they found hints to the fact their organization was well-above that of a simple tribe.

They didn't beat the Romans, they beat other Germanics and mixed groups larping as Romans since they gave citizenship to everybody and anybody and wanted those people to fight for them instead of doing it themselves while they hung out in Rome having drunk multi-ethnic orgies with trannies.
