In first world countries the punishment usually doesn't fit the crime, or even the written laws, it's simply a matter of money (the harshest punishments listed are rarely handed out, because they cost more money to do so). Someone arrested with a couple grams of shrooms isn't going to jail where I live, probably won't even be fined, just sent to the drunk tank for being high - unless something crazier happened, like they got in a car accident while high on mushrooms, or had a large quantity on them like a 1/2 oz. etc.
