In GTA you must brute force attack police. In the game you know where they live. You know when they sleep. Step one is to eliminate Law enforcement in the game. What would be their next move? Blue hats? national guard? What would happen if a large portion of their population was eliminated? At least 50% would hunker down to protect their families. Would the national guard abandon their families? We have the power to shock and awe them. No changing sides either, only thing worse than an enemy is a traitor.
