I think hohol military leadership is deliberately accepting to take heavy casualties now in the foolish belief that the Magical-Godly Technological Weapons from God West (tm) will save them once they are delivered and the personnel properly trained, they think they are far superior to the modernized Soviet weaponry that they already had because they are from God West.
