The technocrats want to install a scientific dictatorship in the future, with the "AI" (wink, wink) making all the decisions for peoples' lives. It's already happening to a certain extent in communist China, with their Social Credit System and massive surveillance grid. It doesn't really matter if they actually build a sentient AI or not; it only matters that the general public BELIEVES it is sentient, and much smarter than humans, and therefore fit to rule over them.

A sentient ai you would be able to tell go learn to play StarCraft 2, and it would go do that. This is a text generating algorithm, it has no concept of what a game is and how to play it and it can't learn it without repurposing it's codebase and feeding it thousands of replays to do jump start it's mathematical analysis before it can do several more thousands of games where it starts playing doing completely random things in the beginning. You can tell a 7 year old to do the same and he'll be able to grasp the basics within minutes. Additionally, the repurposing can't retain the text generation capabilities and the SC2 gaming capabilities at the same time because it would start deriving some hidden meaning between the two. It could potentially run two versions in parallel and do aggregations between the output of those two but that won't scale to the every single other action it has to learn on its own.
