its a process called reconciliation. The house passes a version of a bill, and the senate passes a different version of the bill. Different clauses, differnt rules. They reconcile the bill into a state they both agree on, and it passes. However, it is often the case that this is political theatre. Do you know what i mean by that? Like how the squad ranted and railed against billions for ukraine but they quietely voted for it. Or when a senator puts a poison pill in their version of the bill which they know the house can't vote for, but they can all say they tried their hardest so their constituents can't blame them for not getting it through.
It isn't clear to me if this is theatre or not, but until the bill becomes law I think we can assume it is theatre since nothing meaninful ever gets passed, especially this close to the mid terms. However, if it does get pass we can assume we are inches away from civil war.
