They don't want to go nuclear because they want every freedom to be made unavailable. Not restricted, just unavailable to all but a few. Despite the fact that natural resources seem plentiful enough to last us another century at least, they want to prolong it as much as possible even if it stifles development past our current finite means. Why? My best guess is that they hate the idea of competition. An energy "arms race" that would inevitably follow after a nuclear society could give power to new groups and individuals. Limiting human development prolongs their successor's power up until the point they do really run out of fuel. Their goal is effectively perpetual domination while we drag our feet through their corruption.
The worst part is how they instil nice ideals to corrupt them. They insist on great corporate freedoms for nice reasons and then tax the shit out of everyone for nice reasons, killing competition and stalling humanity in the worst of both socialism and market freedom. At this point I'd take some kind of socialism if it was guaranteed to be free of this corruption, but I know that it wouldn't be. This whole system is a trap. Any system would be better than what we've got but I don't know how to escape this cancer without it following.

This is basically what East Asian societies did for many centuries. They turned away from innovation because it could disrupt the established system and its elites. The West looks to be falling into this same rut now.
