The Supreme Court enforces constitutional rights through the federal government. Of course, the federal government can always go rogue and refuse to enforce said rights, but that sets a precedence where the federal government could refuse to enforce countless other rights whenever a new administration takes over.
As far as legality goes, New York City opens itself up to civil litigation if it refuses to uphold the Supreme Court's ruling and instead violate constitutional rights. Are the resident's of New York City willing to let activists in their government bankrupt the city?

New York requires a license to carry a pistol concealed on your person (legally, obviously criminals don't care).
If you are not super rich and famous, when you apply for said license, they will deny you because "defending yourself" isn't a good enough reason because your life is worthless in their minds.
This court ruling banned it, meaning that if you meet the requirements (IE: You're not a felon, and all that) then they SHALL (are obligated to) issue you the license to carry the guns you already passed a fucking background check and all sorts of shit to get in the first place.

That means handgun bans are impossible now and that carrying a gun for the purposes of self defense is an ABSOLUTE RIGHT for all law abiding citizens. It's a MASSIVE victory. By the legal standard they said MUST be applied in gun cases almost ALL gun laws will fall by the way side as they do not have a historical basis.
This is technically true as the decision has been reversed and remanded. The lower court has to go back and apply the supreme courts opinion to the case. Then they will likely strike down the law.

Actually, the federal government can't really do much of anything if a State's government does not work with it. The federal government simply does not have the manpower and is completely reliant on delegating enforcement of gun laws to the States. While the federal government could send in the ATF to arrest a State's residents that violate federal gun laws, the State government or even the sheriff could in return arrest the ATF agents for violating the constitutional rights of its residents.
That's always been the case, state police and governance aren't supposed to be under the direct control of the federal government. Local state laws are enforced by their state governance and organizations and vice versa with federal laws and their enforcement by federal organizations.
They don't have power. If the Supreme Court has neither the will or means to inflict lethal violence on its enemy by its own will, then it is by definition powerless.
