When the cigarettes became really expensive here in Greece and also the economic crisis hit, there was a fad were people bought raw tobacco from farmers for dirt cheap.
They did put it in the freezer.
Also I know cigars can be kept in the freezer.
But I don't think it's indefinite.
A couple months would be my guess.

You could also look in to buying liquid nicotine and using an eyedropper to lace the lame cigs with it.

There's a black market for tobacco most places, even in us states with higher taxes than others. Each state has a different tax rate so there's individual stamps to show what state it was taxed for.
