A-- West Ukraine generally dislikes Russia.
B-- East Ukraine pro-Russians have been being repressed and slow-genocided for 8 years by Ukraine special units like Azov battalion etc.
Every time the pro-russians come out, Ukraine partisans generally wipe them out, so the surviving pro Russians are keeping a low profile, just hoping for the best.
