Why do cities designed by mediterraneans and frogs have so few green spaces in them? Cities like Madrid, Rome and Paris seem to prefer large barren plazas over parks. It makes their summer heat waves so much worse.

Probably because back in the day the heat during summer wasn't that extreme like today. Also, cars weren't a thing either which are producing waste heat that contributes to the overall heat in the city.
