I think the police should be more decentralized. Back then, a single community would have the same group of police for years so everyone in the neighborhood knew the police personally. This made the police more empathic and less likely to obey the orders of higher ups like a robot. But now they transfer police every few years so they don't develop a relationship with the community and relate with the locals.
