SpaceX Starship is capable. Maybe other rockets like the RocketLab Neutron could as well.
Starship will have its first launch next month and Neutron in 2024. Neither Russia or China have reusable rockets that have land to land delivery capability

Artificially boosting the rouble by banning it's sale so it can't be used anywhere else isn't making it stronger. It's making it APPEAR stronger than it is. The whole point of 'strong currency' is that you can trade it and get better deals. If you can't trade it, it's fucking worthless.
If you want another example. I just made AnonBucks, one AnonBuck is worth $10 trillion, but only my mother and her cat can use it. I am not rich and powerful just because I have made a closed shop currency artificially valuable.
