That's true people should not just approach dogs they know nothing about assuming they're friendly. It's easy for someone who is white and also has little sense (especially women) to assume because they pose no danger to anyone that nothing could pose a danger to them. I adopted a rescue beagle that was abused and would bite other dogs if they got near and some women would even ignore my verbal with hands warning that he bites.
