Desalination plants require lots of energy to run effectively. California is already having energy issues because they banned everything but "green" energy.
As a result they have to consistently leach energy from elsewhere in the grid, which further taxes the grid and actually makes their "green" energy investments both useless and resulting in MORE fossil fuels being used to meet demand.
California just needs to fall into the fucking Pacific at this point.
