Oil companies lost a fortune during the lockdowns, so they scaled back operations. Now that things have opened back up they need to scale up operations, but this takes time. That’s the main reason.

A combination of inflation and supply disruption from lock downs and Russia sanctions.

During the Covid lockdowns, demand for oil greatly decreased and at one point oil costs per barrel went negative. To adjust for decreased demand, oil suppliers greatly reduced production. Increasing and decreasing production takes time and production is still trying to recover. Sanctions on Russia are also disrupting supply as Russia is a major oil producer.

The other major factor is inflation. The world uses a petrodollar system where the United States acts as a personal military for Saudia Arabia and other Middle Eastern countries in exchange for oil being traded in US dollars which allows the US currency to be the world's reserve currency. Since oil is traded in dollars and the value of the dollar is strongly tied to oil, the means that inflation of US dollars has a particularly strong effect on the price of oil

Prices were going up way before Russia invaded Ukraine. Biden halted all oil exports out of Russia. He's reduced oil exploration in the US. He cancelled the XL pipeline. The biggest is that drillers are unable to find financing, because lenders are leery about lending to an industry that might have its playing field altered by federal fiat at any time.

Biden’s admin has slammed the door on oil and gas expansion. Bidens first actual act as president was to shut down an oil pipeline. Then they slammed shut the permitting process for drilling.

Now that prices are high Biden admin are begging Iran and Venezuela to pump more. They don’t want America pumping more oil. Biden is taking policy ideas from far left greens and it’s a disaster
