Rezoning does not mean affordable houses, or lower house prices; it is simply an attempt to meet market demand, which is unlimited thanks to migration. I can say this from experience, having seen my area lose its zoning restrictions. They are building an apartment complex on my street now - random as fuck. There’s thousands of new houses everywhere, 95% occupied by Indians. Starting price on a 3-bed single storey house with basically no yard is $850K. A single room apartment starts at $600K.
