It already has, but it’s not working everywhere because some people are simply not capable of urbanization. Nigeria still has over 4 births per woman. Afghanistan is 7. I simply fail to see how a place like Afghanistan, where everyone has married their first cousin for 900 years and the average iq is in the 70s will ever develop anymore than fucking Somalia, a land that has never known agriculture or anything but stealing a piracy, and only ever had a government under the Italians and Brits.
