The reason why you might think otherwise is because white people constantly self-flagellate about it. But that is far more due to most other countries not giving a toot about it, not having the social taboos about it that western countries do.
By that logic, you could look at a country that doesn't have laws against rape and conclude that rates of sexual assault are lower because it doesn't show up on criminal statistics.
