So i don't know about this particular video, but a related theory is that all the promoted deepfakes lately such as the popular youtube channels which deepfake things and get heaps of views, is a big psyop to convince people that deep fakes are cool and pretty realistic, but still noticeable as fake
If you watch them, they're all generally just 'ok' in terms of quality, you can still see they're slightly off, especially in the eyes
I have no doubt that the major media entities and government agencies have much better tech at their disposal and can do flawless deepfakes, but they need people to think it's just a fun hobbyist thing and not advanced enough to seriously fool anyone
