That's retarded. The "empty" data storage device is already filled with information: the information that it doesn't contain any information.
In other words, a bit can contain either a 0 or a 1. Both the 0 and 1 convey the same "amount" of information.
As such, the measurement described would never show any difference between the states of the data storage device.
