US is, by a very large margin, the strongest naval force on the planet. Certainly US is not expericing such a shortage of vessels that they resort to sailing open waters on inflatable boats.
What would a javelin even do to a ship if hit? It can take out a tank, we've seen that, but a military boat is a large, compartmentalized machine.

China's building a navy of comparable size to the US. If nothing changes soon, they will have a navy larger than the US. The US is full of incompetent MIC contractors and everything they do is over budget and behind schedule.
All the manufacturing is overseas in China now. Globalization was an utter failure and amounted, essentially, to the mass looting of western european populations for the sole benefit of an internationalist class of people who don't give a shit what happens to the USA or Europe.
China produces new warships 10x faster than the US can do it, and 100x faster when it comes to civilian ships, and the reason this is true ultimately comes down to economic choices that were made 30 years ago. Even now, as the problem rears its head and gets worse, the US continues to offshore manufacturing and import millions of economic migrants to eviscerate wages, while simultaneously producing as much divisive racist, sexist, whatever, rhetoric as possible to keep the entire american population at each others' throats.
