Because its easy to build infrastructure on top of nothing. Upgrading pre existing infrastructure without causing mass havoc in cities is nearly impossible.
Just closing down one of the levels on the George Washington Bridge already causes at best 3 hour delays that stretch from Manhattan to the LIE. Imagine having to do that over and over again in different cities across the country. Youd be interrupting well over 100 million people's day to day lives for nominally nicer stuff.
