Most likely yes. It's unlikely that Russia will militarily break the Ukraine and it's also unlikely that Ukraine will get all of it'S territory back, so the end result will likely be similar to the winter war. Moderate territorial gains for Russia bought with heavy losses.

Yes, Russian military gained crucial experience in this conflict and uncovered its weak spots, but the the big problem of Ukrainian war was not in military. It was political, Putin gave them retarded orders that left units exposed and exhausted in enemy territory. The moment they switched into phase 2, things are going fairly well actually. Slow but at very low costs, with high enemy casulties.
