I mean, there are some new prototype "micro nuclear" reactors that are the size of a container, which can produce enough energy for a small town, one has to just put one of them in every town and they are set for years. For a city a bigger amount of them would be required, but at least towns would require no more energy from the grid and it can be diverted to the cities. For sanctions to be lifted, either USA or Russia has to cease to exist. Even if Russian army just stops war and goes home at this very second, not a single sanction will be lifted, moreover westoids will see that russia has blinked and start making demands that completely destroy it in return for lifting sanctions. Russian government understands it too, and thus understands that it has absolutely nothing to lose by pushing on forther, and everything to lose by abiding any demands.
