The European Commission has announced a list of requirements for Ukraine in order to get closer to EU membership. The main thing:
1. Strengthen the anti-corruption fight at the highest level by providing real results of investigations and appoint a new anti-corruption prosecutor.

A lot of building is delayed by having to wait for inspectors, here it's probably top priority because they want to do it fast, so inspectors are always on site ready to do their job. Probably they also pay the crews twice what they do elsewhere and work shifts instead of typical understaffed@10-12 hours a day which is long term unsustainable.

The tank offensive in the Ardennes for example was largely sucessful because the allies didn't expect such a risky maneuver and noticed it too late to reinforce in that direction. Ukraine is a modern battlefield. Civilians can make a video of your passing recon/column and send it to authorities. If you take a village, one petson with a phone xan provide accurate, up to date recon of your troops passing/ holding the village. On the government side, drones and pre installed surveillance cameras are a big threat to moving columns/troops. Then you have foreign intel. And once your troops ar located and artillery is in range, it's over. It goes both ways however, russia benefits from this too due to satellites, dronesand collaborators (Also more artillery).This war is basically how a modern war looks like where both sides hsve accurate where the enemy attacks and both sides have artillery. The goal becomes to eliminate enemy artillery, then operate without worry that the enemy knows your movements. As to why it goes so slowly, he asked me by what metric? By territory? Yes. By destroyed enemy soldiers and equipment? Very fast. Why advance and lose thousands of men while the enemy fights for every inch, if you could instead grind his forces down with targeted strikes and small pushes and simply walk through the country once the military is broken? I disagree with him because I think this will depopulate Ukraine, but he thinks protecting own soldiers is mire important. (3/4, dumb 2000 limit)

Makes me think, does it include shells? Hundreds, thousands, millions of them? All of which cannot be produced in Ukraine as Ukrainian military industry (if it still exists after 30 years or so of purposeful mismanagement) is geared towards supplying ammunition to Soviet era weapon systems. Without ammunition those guns are just expensive metal paperweights or token effort made for propaganda purposes. I'm not an military expert by any means, but I have a strong suspicion both sides in the conflict are using up thousands of shells par day.

For example in the direction of Kiev local politicians promised to cooperate and then started raising teroborona behind russian lines. The forces had to retreat since their purpose failed and and offensive with so few and lightly equipped forces there would be costly and difficult to supply/organize.
