Section 91 and 92 of the BNA determine what is Federal and what is provincial jurisdiction. If what the Feds are saying is outside of their bounds, the provinces can tell them to piss off.

Rail lines and airspace through and over Alberta are extremely valuable leveraging tools against Canada. Canada's going to have to allow us economic freedom if they want their pacific port access to continue.
