The government only tracks serialized lower receivers, so if you can print that, you are off their radar. Historically it has been way out of reach for the average home-DIYer to make their own receiver, because of complex geometry. Step in $250 3D printer

Yes, 3d printed firearm are, for now, a meme. You cannot print certain metal parts and have to use "off the shelf" components or manufacture said parts from scratch which is perfectly possible with some metalwork skill.
