Yeah it's about the health of the horse, there are legal, law-set limits on the amount of weight you can put on a horse apparently. It's a crime to overload them and break their backs, I learned this from working rodeo events and they have all sorts of stuff they have to do to prove the horses are healthy and aren't taking too much weight. Notice how rodeo dudes are even a little smaller than most?
