Can anybody deny this? I'm not saying MODERN Scottish and Irish culture I'm saying the culture of the kind of Scottish and Irish people who migrated to colonial America and inhabited the Southern USA. Even their speech patterns derive from the old low rung scottish/irish accents.

What does this have to do with anything I said? Did I ever say that East Africa was a beacon of civilization? It seems to me that the most logical explanation of "ghetto" black culture is that it's the product of the characteristics of the left end of the black bell curve rather than being influenced by a completely different population.
100% correct. The subculture that led to the low rung cultures of the south died out in the British isles and don't exist there anymore. Now it almost solely exist in black ghettos. Today's white rednecks have some of the cultural characteristics but they aren't like the hillbillies of the past (for the most part).

If that's what you mean there's an easy explanation. Brain drain. The smartest of those countries move to places like the USA because the standard of living is so much higher. For the same reason Indian Americans earn such higher incomes while India as a country is a shithole with an average IQ of 82.
