Because with a 'law' like that, any corrupt government agent can simply target anyone he wants for official murder. This could be used for extortion 'give me $50,000 or ill put these drugs in your pocket and arrest you and have you killed for dealing drugs.' Or it could be used by government to casually kill anyone they don't like.

Do you know how many drug users there are in Germany alone? It's in the tens of millions in that country alone, now go to afghanistan or yemen, you see it'd be tens of millions of death for multiple relatively large nations. It's in no way the opposite. The thing is most druggies are useless member of society and should be wiped out, but in the short term many families will suffer, but on the long run society prospers as people aren't worried about instant gratification but long term fullfilment.
