The culprit is refinery spreads.
The difference between what they pay for a barrel of oil and what they sell a barrel of refined product, like gasoline, for.
This spread is literally triple its average level, and at a massive all-time high.
The US hasn't built any new major refineries since 1978.

Gasoline prices are primarily high because of this,
and also because legislation at every level of government has been trending toward extremely unfavorable to oil and gas producers for the better part of the last decade.
They have made it more and more expensive and cumbersome to drill, produce, transport, export, and refine crude.
The environmental regs and permitting requirements were blatantly written by people who have zero experience in the business they regulate.
They're like the ideas of a 4th grader.

Now e&p companies are doing what they ought to do: be cautious.
Not spend too much money or accrue too much debt.
That means less production.
