Because the drivers and pit crew all need to have a high level of practical, technical knowledge of how motor vehicles work. Shitskins don't have that level of knowledge. And chunks/japs are too concerned with theoretical knowledge, not practical knowledge which is why they can build a good car, but can't drive them for shit.
