In case of war it's possible he's not eligible for combat in some way, maybe he's a diabetic, really bad eyesight, some other shit that would put him in danger or possibly everyone around him in a combat situation. You never know what happens, maybe he'll be cut off from supplies or whatever for weeks and at some point he'll run out of insulin and ends up doing something really stupid. Just for example, there's a lot of reasons why they would put someone like that in a position like that or any of the other non-combat jobs that actually make up 90% of every military
