They will not speak the language or understand the culture, so will not manage. Libertarianism encourages people to stay in their communities because they are in an environment they can associate with directly. Local voting is acceptable. Voting in statewide elections is iffy and probably worthless. Voting for national offices is an absolute joke. I still vote, don't get me wrong. I just know that it has exponentially diminishing returns and I invest myself accordingly.
