EU is for example working on to bring chip manufacturing to Europe. EU also wants the euro instead of the dollar. it is really not rocket science. Russia now use rubles instead of dollars or other currencies for its commodities. Saudis want to ditch the dollar in favor or yuan. South america wants to sell its exports for something other than dollars.

Btw this is not unique to our globalism. Same things likely happened in the bronze age middle east. or the mayans. the city states devloped a sort of "global" interdependence. which was nice. stuff go cheaper to make. food supply increased and as a result populations increased. which led to an increase in food consumption. the problems came when total consumption reached max production capacity. because production fluctuates all the time. but consumption fluctuating means that people somewhere are starving. aka the system is always producing more than in some products while constantly producing less than needed in other parts. Then they flip. and it never stabilizes. it can only be stable if there is a sufficient buffer between consumer and producer. which you can't build up if production and consumption equal. Meaning that a globalized system can only be said to be stable while its growing. the moment it stops growing. it doesn't even have to shrink. if it simply is not growing than it automatically wants to implode. you might not want to completely depend on a system which only has 2 states. growth and collapse. and you have no control over in which state its in.
