I'm tempted to think that C-19 was engineered simply as a pretext to open up the world the injection-regimen that could give top-cover to any number of research projects, included but not limited to Lieber's meshes. All of the early findings about graphene in the vaccines, for example, dovetail nicely with Liber's reliance on graphene.
