Yes, they make people very scared. Scared people want to feel safe and the way they usually try to accomplish this is to make authorities have more power over them. So every school shooting results in literally hundreds of thousands of people who rearrange their lives to work for giving the government more power over people's lives. It's a somewhat subtle effect, not immediately apparent, but over time it increases authoritarianism in a society by a considerable degree. That's why glowies do school shootings.
