They're hoping to get people to plea because it's a very challenging case to prove conspiracy to roit. I mean, damn. Of all things. They likely just wanted an excuse to dox them. The legal theory they're going to use is called 'construction'. Construction is where you take two or more (usually legal) things and put them together in front of a jury to 'construct' a third thing which IS illegal. For ATF and organized crime cases the government can usually get some mileage out of it. But for a regular situation like this? Going to be extremely uphill battle for the prosecution.
