It's a much easier explanation it is just good ol' selling out to Brussel, the EU and international entities. Netherlands has to become the place in the EU with data centers and tech, agriculture is too big and the EU wants the Netherlands to be made dependent on other EU states. This is just another attempt to make EU integration a permanent non reversible thing.
