Just read a book about the fall of rome. Mike Duncan in Storm Before the Storm is a prime example. People denied the lapse in maintenance of infrastructure, they denied the lapse in government authority, then denied the decline in their ways of living. All the way up till the end they continued living like they had been living, and the bottom just dropped out one day. Their kids kept getting used to less and less until the rise of the New Roman Republic under the Holy Roman Empire. We are talking about hundreds of fucking years here. Its human nature to not worry about the fall of the republic.

The second revolution will be, at worst, small localized skirmishes before the feds move in and neutralize sides. The state will want to win over any possible faction, because the longer it goes on, the more likely other countries will start shipping in weapons and supplies which will make everything much worse. Expect the fed and the military to overwhelm any attempts to cause prolonged unrest.
