You know how it took tens of thousands of years until modern humans figures out agriculture? Or providing universal potable water to people in cities (and note that this is far from 100% yet)? Same deal with the allocation of power within societies. I'm not saying we'll never get good at it, but for the time being, in space the biggest strongest assholes will have all the power and will command everyone else to die for it, just like here on Earth. War won't be going away.
