The goal is to make driving so unpleasant and unaffordable that you use their heavily controlled public transport.
You know for a fact that as gas prices get higher and higher that politicians are not batting an eye and are cheering that there is a reason for people to take the bus or walk now and that they hop it will have a lasting impact.

I live around Atlanta and I have a major lead foot. I haven't been pulled over since I moved here. Police are too focused on responding to accidents.

The AI for a bot net of self driving cars will collectively slow down on congested arterials like urban highways and major interchanges (where three roads conflux), as this increases the overall flow rate, thus decreasing the total time any individual spends in congested traffic. A lot of people don’t know that rush hour would disappear if the entirety of road users were throttled down to 50mph for an hour each day.
