It stays the same for certain goods. The demand to food is correlated to the number of people. Bad harvest doesn't affect the demand for food. You are not getting more or less hungry if a kilo of meat costs 10 pounds or 25 pounds, your hunger is not related to its price and availability at all.

excess money will flow to other items and that will increase demand for them, by that it will be needed to produce more of them, more work is needed in other industries, thus lowering working force in food industry and creating shortages. You can't central plan economy, people are to stupid for that.
